SPD’s South Precinct Gets Fourth Commander in Four Years

Seattle Police Department (SPD) has announced that Captain Dave Emerick (lower left) has been transferred from captain of the South Precinct to captain overseeing SWAT, K9 and Harbor.

Captain Mike Nolan (right), a 25-year veteran of the police force who once worked the South Precinct as a patrol officer and a detective in the Vice Unit, will replace him.

“Captain Mike Nolan is no stranger to southeast Seattle,” said former head of the Southeast Seattle Crime Prevention Council and longtime Seward Park neighbor Mariana Quarnstrom. “He has been in the Valley as a patrol officer, and as the Operations Lt. Under Capt. Tom Byers. He was also involved in the Rainier Traffic Safety program.”

She called Capt. Nolan “very approachable” and said she thinks the community will like his style of command.

According to SPD, Capt. Nolan was assigned as a Patrol Sergeant at the East Precinct in 1996 and later to Internal Investigations. As a Lieutenant, he returned to the South Precinct where he was a Watch Commander and the Operations Lieutenant.

In 2003, he was transferred to the Traffic Section where he commanded the Traffic Enforcement Unit, DUI Squad as well as the Traffic Collision Investigations Squad. In 2007 he was transferred to the Vice Section/Organized Crime Unit where he supervised the Colacurcio organized crime investigation.

It’s the fourth precinct commander in four years for Seattle South Precinct, who saw Capt. Les Liggins (left) replace Capt. Tom Byers in 2006 and Capt. Emerick replace Capt. Liggins in 2009.

“I think the precinct will be stable now,” said Quarnstrom. “But if the command staff does any more shuffling, we need to protest, because we need stability!”
